Opening
The outgoing chairman (TB) welcomed everyone to Bulgaria. Now that he had been elected to Council, he would only be able to attend the first hour of the meeting during which time he wished to discuss outstanding items before handing over to the new chairman (FN).

For this reason these minutes follow the order of the meeting ~ agenda and not necessarily the order in which they were discussed.

Minutes of Previous Meeting
The minutes of the previous meeting held 19th March 1994 in Pargas, Finland were accepted as a true and accurate record.

Reports from Council/Coimnittees
There were no reports from Council.

The wording in WOC, WC and International event rules on map protection is ambiguous at present; 'use of plastic bags' and 'protected maps' used at present. Technical Committee requested the opinion of the Committee for appropriate wording. The Committee considered the wording 'protected against damage and moisture' as suitable and not restrictive.

The WOC93 IOF controller's report by Geir Tveit highlighted the need for promoting suitable mapping timetables for IOF events.

Correspondence
Letter received from AD addressed to all committee members reminding them that comments and suggestions for enhancing the IOF Instructors Kit for O-Mapping were to be sent for compilation prior to June meeting.

Reports from Federations
Sweden - A report sanctioned by SOFT Council is being produced on the views of maps and mapping by the coaches, course setters etc. including ISOM, map enlargements and readability. This is intended as a strategic non-technical view of mapping. It is at present distributed to the SOFT regions for comment with final publication due in October.
It is intended that any recommendations that come from this report will be followed for the next 10-15 years.

Sweden - An alarming report appeared recently in Skogsport on maps and the colour blind - it criticised the ISOM green (PMS361) in that it was impossible to differentiate between the 20% green and 50% yellow. The committee needs to investigate these claims - request for other collour blind orienteers to give their views.

Germany - All the WOC95 maps are based on ISOM with the exception of the kolbotten feature. One mapper was mapping too much detail but many minor features have now been omitted.

Great Britain - Three areas had been identified as suitable for staging WOC99, the final decision as to which area will be made by October.

Denmark - Sören Nielsen has been appointed a full time employee of the Danish O.F., he would be available to act as an instructor for IOF mapping courses.

Membership and structure of IOF MC 1994
Following approval at Congress general assembly the previous day on the re-structuring of IOF Committees, the Map Committee would now be known as the Map Committee Steering Group. FN proposed to submit to Council the following as members of the committee:

Publications
Instructors Kit - Cesare Tarabocchia has the originals of the current version as well as a translation of the chapter on printing from the Swedish mapmaking book - AD to contact CT for these to be forwarded.

It was decided that committee members would review specific sections of the Instructors Kit. The sections to be reviewed are as follows:

Base Map CS
Fieldwork & Survey AD
Draft Map / Survey Draft AD
Traditional Cartography AD
Computerised Cartography FN / BP
Photography & Reproduction FN / BP
Printing with Cesare Tarabocchia
Note - the section on scribing will be omitted from the revised edition of the Instructors Kit.

Mapping Courses
Request received from the South African OF. (Colin Dub) for a mapping course - Robin Harvey is still available to instruct.

The course planned for Byelorussia has not proceeded.

During Congress discussions were held with the Lithuanian O.F. regarding the holding of a course in Lithuania. AD to be the contact with one or two additional instructors in attendance. The main topics would be: fieldwork experience including interpretation of ISOM and generahisation, and computer mapping.

IOF Map Instructors Clinic 1995 - This will be held in Germany to coincide with WOC95. The planned dates are Sunday 13th August - Tuesday 15th August with participants able to compete in the concurrent 3 Day event. AD will arrange a suitable venue.

Budget
The following budget proposal will be submitted to Council:

IOF Map Instructors Clinic 1995 SEK 5000
Publications - Instructors Kit SEK 5000
Miscellaneous Expenses SEK 1000

World Cup
There are likely in future to be applications from newer members of the IOF to host World Cup events. The committee should encourage these members to host mapping courses with IOF instructors 2-3 years prior to the event.

The current application form for hosting a World Cup event needs to be enhanced to include the following questions / statements relating to the map:

What is the base material being used for the map?
Who is leading the mapping project?
At what scale is the proposed competition map?
Are there any deviations from ISOM?

A proof map (1st edition) should be passed to the event controller at least 1 year prior to the event which is then passed to the MCSG for comment.

Next Meeting
To be held in Sweden on the 11th-12th February 1995.

Any Other Business
A review of ISOM to be held at this meeting will be carried forward to the meeting in Sweden.
