2. Reports

Council: IOF Council intends to review controlling work for World Championships. A suggestion is to have beside the International Controller (Technical Advisor?) a controller for media and financial matters. For the IC a new job description will be prepared.
MC points out, that such a job description has already been worked out by the TC. According to the revised rules for WOC a mapping advisor for WOC has to be appointed and IOF Map Committee has the right for a proposal.
The appointment of a controller for media and financial matters is fully supported my MC but only beside and not instead of a Mapping Controller. Looking back to experiences with the last couple of WOC events MC is convinced about the necessity of map controlling and monitoring by a specialist.
Action: Thomas will send a letter to Council.

TB: A new version of OCAD is planned for April 1992. Possibilities to draw circles and ellipses, cut out areas will be integrated. New is also the possibility to change the data format to DXF. Hans Steinegger, the author of OCAD will give up his job in the industry to work full time for computer mapping. The price of OCAD will raise to SFR. 600. For the next months an implementation into MSWindows and the possibility to import scanned data is planned, too.
Additional comment: It is now possible to order new stereo plots as data in DXF or OCAD format. it will therefore be possible to print out the basemap in colours with correct dimensions on a coulour printer.

DPC/Council: Development in Argentina and Kenya shall be followed.


3. Letters

RH has sent an invoice for his expenses for a mapping course in former Leningrad in faIl 1990 (!) to the IOF secretary. This has lead to discussions within Council. MC proposes on request to pay the expenses but is expecting a written report from that clinic in 1990.
In general MC points out for the future: expenses for clinics shall not be paid without any written report to the Committee.
For budgetary reasons, invoices for expenses have to go first (at least as a copy) to the MC chairperson and from there to the IOF Secretary.
World Cup 1992: Sweden: For the first event oganized by Hagaby GOIF a map in scale 1:10 000 will be used. MC can accept this deviation from the general rule, that maps used for international competitions and especially WC races (even for short distance competitions, because generatisation has to be even better due to the higher running speed) should be printed in the 1:15 000 scale. It should be clearly declared by the organizer and the IOF Controller, that this exception has been made only because of the special course-system.

DXF as standard data format for orienteering maps
MC proposes the AutoCAD excange format DXF as standard format for the data exchange between orienteering map software. DXF is supported by nearly every commercial graphic and CAD programme and by OCAD 4.0. An interface for Adobe Illustrator 3.0 will be available within short time.

Symbol 404 - SOFT
MC received a letter from Bjorn Persson (SOFT MC) where SOFT's intention not to use symbol 404 (rough open with scattered trees) has been expressed. Instead of that the old Swedish symbol for "felled area" (diagonal striped yellow screen) will be used for this purpose.
MC is satisfied that also Sweden will endorse the new standards very strictly and can accept this small deviation. Thomas will send a copy of these minutes to Sweden.

404- Norway
The proposual from Norway for the printing of the same symbol 404 (the use of an inverse screen:
white dots) was accepted as an alternative.


4. Reports from member federations

Switzerland: 53 new orienteering maps in 1991, 32 have been drawn with computers. Discussion about copyright for orienteering maps, especially for enlarged colour prints.
Denmark: Nearly all the maps for major events are now produced on the base of stereo plots, even if the conditions are not ideal everywhere in this country. But the result is better and more accurate in most cases. DOF proposes also to produce maps on the base of more professional or semi-professional work with a small number of surveyors and less "club survey".
Finland: Annual production 1991: 400 maps with 3200 km2
Finances: 11 % by government, 42% communities, 47% clubs, private authorities.
53 OCAD programs in action
All the national championships have been organized on computer drawn maps.
Hungary Only very few photogrammetry, new efforts for photogrammetry for CISM-WOC maps
1991: 19 maps with 350 km2
Survey comparison project is planned for 1992
Germany: Few orienteering activities in the western part due to land access problems


5. Publications

Computer Mapping: Revised draft from Barry McCrae (Australia); Hans Steinegger is ready to write his part on the digitising method not before summer. The edition is postponed to next fall/winter.

Photogrammetry: The translation into English will be ready within the next weeks and sent out to the MC members. Comments and illustrations to FN.
Publishing work will be done by FN in contact with RH.

6. Map Courses

Romania 29 April - 2 May 1992 at Baile Govora (200 km West of Bucarest) with TB and AD as instructors.

CSFR Computer mapping 23 -25 August 1992 Brno. University laboratory with 20 IBM AT compatible computers and Sumrnagraphics tablets. Local organizer Zdenek Lenhart, Instructors: Hans Steinegger, SUI. Laszlo Zentai, HUN shall be asked as additional instructor.

1993-95 No reply from the Netherlands after a request for information from fall 1991. Reply from New Zealand: no international course necessary for the next years The possibilities for mapping courses supported by the IOF will be published in an article in Orienteering World.


7. Activity report 1990-82/Activity plan for the next period

MC accepted the 1990-92 Activity report presented by the Chairman. The main topics for the Activity Plan for the next period have been discussed and fixed. (See appendix)

8. World Cup monitoring

MC appointed the following persons as possible Map Monitors for the 1994 World Cup events:

Saturday 11 July 1992 after Congress in Filzbach, Switzerland


10. A.O.B

- The price for ISOM-films for member federations should be fixed.

- A letter to firms producing stereo plots should be sent out with a request as follows: Is there a possibility to host operators from other countries within your company to make them more experienced in orienteering protogrammetry? At what conditions?

- Budget for 1992: The 1992 budget as proposed in Marianske Lazne has been cut by Council and fixed at SEK 15000.
