Report from Council meeting in Helsinki (January 85):

Proposals for new Committee structure
Rolf Heinemann's paper was briefly discussed together with the Executive Committee's proposals (4 committees: technical, development, administrative, financial, ski-O).
The feelings of the MC are:

Drawing specifications
The current specifications should remain in force for as long as possible. Almost all countries have accepted the specifications with only minor differences in interpretation. It was hoped that the specifications would not need revision before 1990 or even later.
SOFT have now produced a screen tint for felled area/rough open (tinted diagonal stripes). This will also produced in the near future as Letratone sheet (50% and 67% reduction). Screen tints and letratone sheets for special O-symbols can be obtained direct from SOFT. Anyone interested should contact Knut Nord, SOFT Map Committee, Idrottens Hus, S-123 87 Farsta, Sweden.
SUI still has some problems with the green symbols. It was felt that this arises more from the use of the symbols rather than the principles behind them. It should be stressed that it is not necessary to use all the symbols if the terrain/forest does not require them.

Simple map publication
It was felt that this has to be treated as a matter of urgency. AT reported that he would need help to finish the work. It was agreed that he should do as much work on the illustrations as he could, then send text and illustrations to RH for proof checking and completion. These would then be returned to AT for printing.

Courses past:
USA October 1984 RH led the clinic for 16+ during the US Orienteering week. The clinic lasted for 2.5 days and was supported by orienteers from all over the States and Canada. Emphasis was placed on fieldwork with practical sessions in 2 forests. Other aspects of mapping were covered and there was a thorough discussion of the IOF drawing specifications.
Courses future:
BRD April 1985: Invitations had sent out by Herbert Schmidt. Thomas Brogli (SUI) and Jens Schmidt (DAN) are of IOF instructors. Arrangements are well in hand.
HUN May 1985: A letter had been received from the HOF asking for cancellation of the course due to lack of interst. It was agreed to contact them to see if they would like a course further ahead. The possibility of a small, less formal gathering was suggested.
ROM 1985: No reply had been received to letters sent to their federation.
BRD October: Instructors Conference
Venue still to be fixed. Stuttgart or Frankfurt. HS to undertake local organization.
Date: October 11-13
Language: Main language to be English (explanation in German would be available)
Invitation: 2 to be invited from each country + members of IOF MC
Finance: Accommodation + food covered by the IOF (+ materials). Travel to be paid for by federations.
Content: Main item would be demonstration and discussion of the Instructor's kit being prepared by the working group. FN, TK, TB, RH to present this. Each country could be asked to give a brief summary of their intruction activities.
CAN 1986: They have expressed interest. The Ski-O Committee have proposed a brief session on Ski-O maps to be included.
ITA 1986: Italians to be asked if they want to organise a course. Austrians to be asked at the same time. Liaison between the two countries should be possible.
POL 1986: This might take the form of a fact-finding visit with contact with a small group of mappers. An official visit from the IOF MC might be easier to arrange with the authorities.
FRA 1986: To be asked if they want the course.
DDR 1987: As above. Contact Horst Stubenrauch with copy to Harald Grosse.
HOL 1987: As above.
Instructors' Conference 1987 Proposed venue: Switzerland.
To be added: Japan 1986: Possibility of Norwegian in Korea going to Japan in 1985 or 86.
Spain: To be promoted if a Spanish speaking instructor can be found.

Next meeting
In conjunction with Instructors' Conference BRD on October 11, 1985. Proposed 9.30-12.00 on the Friday morning to be confirmed when venue is determined.
