1. Commission business meeting in Paris (July 6, 2011)

A Commission meeting was organized in the afternoon of July 6, within the activities programmed during the International Cartographic Conference 2011 in Paris, France. The meeting counted with the participation of 27 colleagues from 15 countries (Argentina, Austria, Brazil, Bulgaria, Canada, Czech Republic, France, Hungary, Indonesia, Lithuania, Poland, Sweden, The Netherlands, Turkey and USA).

The meeting followed with the presentation of our activities between 2007 and 2011. First of all, some statistics about the membership were presented briefly: the Commission has a total of 56 members from 25 countries (14 full members and 42 corresponding members). During the last four years the Commission organized four meetings:

  • During the 2nd International Conference on Cartography and GIS, held in Borovets (Bulgaria) in January of 2008,
  • in the Joint Symposium on Cartography and Geoinformatics for Early Warning and Emergency Management in Prague (Czeh Republic) one year later,
  • in the ICC 2009 in Santiago de Chile (November 2009) and
  • during the 3rd International Conference on Cartography and GIS, held in Nessebar (Bulgaria).

One of the aims for the next cycle is the organization of Regional Commission meetings in different continents. Often the Commission members face difficulties to move from a continent to other continent to participate in a Commission meeting. By this reason, the Commission Chair exhorted the members to organize smaller (regional) Commission meetings to facilitate the personal participation of those colleagues without an stable financial support, but interested on the activities of our Commission within a continent. Commission Chair offered his personal help to obtain any kind of information or material related to the Commission activities that members would present in these events.

The Commission considers a very important aim to follow and widen the development of stronger links between ICA Commissions and Working Groups, as well as international and regional organizations. During the last four years the Commission deepened its' traditional relation with the ICA Commissions on Education and Training, Maps and Internet, National and Regional Atlases and Planetary Cartography as well as with the Working Group on Cartography on Early Warning and Crisis Management. Our opinion is to remain open to any kind of interest to enhance its' contacts with other ICA Commissions. On the international level, first of all our common interest is to follow the contacts with the IGU Commission on Geographical Education, and to follow the presentation of the activities of our Commission for regional organizations, trying to wake up the interest of other colleagues working in projects and research related to our field. Other main interest is to deepen our relation with ESRI, not only to follow publishing the selections of drawings presented to the Barbara Petchenik Competition, but also because of their role in the organization of activities related to GIS in schools (e.g. the popularization of GIS Day).

Related to this last topic (promotion of the use of digital cartography and GIS in schools), the Commission Chair encouraged members to organize or participate in the GIS Days, an international event organized every year in the middle of November. Participants in the meeting were also asked to report their experiences in this kind of activities, sending the information for the Commission newsletter and/or for ICA News too.

In 2008 and 2009 the Commission participated in the works related to the publication of the 2nd Volume of the "Children Map the World" Collection, product of the collaboration between ICA and ESRI. ICA and Commission representatives plan to follow the contacts with ESRI in interest of publishing the new Volume of this collection. In 2010 Temenoujka Bandrova (Bulgaria, Commission Co-Chair 2007-2011) printed a poster commemorating the organization of the 10th Barbara Petchenik Exhibition (2011) and the 20 years of the Competition, to be celebrated in Dresden (Germany) in 2013.

The first publication of the new 4 years period is related to the Joint ICA Symposium organized in Orleans before ICC 2011. This book will contain a selection of papers presented in this event under the title: "Maps for the future: children, education and internet". More detailed information below, in point 4.

Other tasks were also fixed for the next two years:

  • Members were asked to send their contributions for the Online Bibliography and web links on Cartography and Children, to make it accessible for all the Commission members and specialists interested in this theme. The contributions can be send in any language, following the rules of the Harvard Reference System.
  • Contacts with Chairperson of Com. on Education and Training to detail our collaboration/participation in the Biennial Award of Educational Cartography, an initiative that started from a proposal written by our colleague Patrick Wiegand (UK) in 2005. During the last period the Commission participated in the drafting of a detailed proposal of rules for this new competition. This proposal was sent and approved by ICA Executive Committee in 2010, but the Award was not organized in 2011.

The presentation followed with the themes related to the Barbara Petchenik Competition, especially the proposals and open questions for the improving of organizational aspects, possible changes in the rules of the competition and the selection of a new theme for the next two competitions (2013 and 2015). All the participants in the meeting agreed to the importance of following the Commission support to the ICA Executive Committee in relation to the rules and judging of the competition. All the Commission were asked to send their opinions, remarks, proposals about the competition and in special to send their proposals for the new theme. Annexed to this newsletter you can find a childrenmapaward.doc file, containing in detail the topics presented during the meeting. The members are asked to send their ideas till December 20 of this year, in interest of processing all the opinions in January 2012 and to send the new proposal for the possible changes in the rules and the new theme of the competition as fast as it can be done.

This year 186 drawings were sent to the Barbara Petchenik Competition from 31 countries. The entries were collected at the University of Utrecht by Peter van der Krogt and Ferjan Ormeling, and were photographed by Peter and his brother René van der Krogt. All the photos were also placed in a temporary website (http://www.maphist.nl/petchenik2011/), to facilitate the work of the Judging Commission This year the Jury was formed by: Giedré Beconyté (Lithuania), Tanya Buckingham (USA), Dariusz Dukaczewski (Poland), Ana Maria Garra (Argentina), Diah K. In days previous to ICC2011 the Commissions on Cartography and Children, Education and Training, Maps and the Internet, Planetary Cartography and the Working Group on Cartography for Early Warning and Crisis Management organized a two days Joint ICA Symposium on "Maps for the Future: Children, Education and Internet" with the participation of about 60 colleagues from 14 countries. The venue of this conference was the University of Orleans, and the event counted with the excellent and kind organization of colleagues from the Laboratory CEDETE (Centre d'Etudes pour le developpement des territoires et l'environnement) and in special of Vanda Turczi, who was the responsible for the organization of local activities and the attention to the participants.

During these two days we had the opportunity to hear the keynote speeches presented by William Cartwright (Australia), Ferjan Ormeling (The Netherlands), Milan Konecny (Czech Republic) and Georg Gartner (Austria), as well as the 26 oral presentations divided into six thematic sessions and the posters exhibited in the hall.

All the papers and posters were published in the CD Proceedings of the event.
